“KoopMiks” is a comic strip brought to you by the Legal Affairs Service – Adjudication Division of the Cooperative Development Authority (CDA). This exclusive 2024 edition is designed to guide cooperative members through the adjudication process, offering practical solutions to common cooperative issues under the CDA Omnibus Rules of Procedure.
About the Cover: The comic strip (KoopMiks) features characters that represent cooperative members and CDA officials, highlighting the collaborative spirit and legal processes involved in cooperative dispute resolution. The cover prominently displays the Timbangan ng Katarungan (Scales of Justice), symbolizing fairness and equality under the law. The radiant purple hues—traditionally associated with the judiciary—convey justice, dignity, enlightenment, and hope, reflecting the CDA’s mission to provide fair and balanced resolutions.
In Kabanata 1: Isyung Pangmiyembrong Kooperatiba, it portrays ”Mareng Marites”, a long-time member of an agricultural cooperative, who was unexpectedly removed from her membership without prior notice or due process. Feeling disheartened, she shares her dilemma with her friend, Mareng Marisol. Together, they seek help from Marisol’s nephew, Omni, who works at the CDA. Omni introduces them to the concept of Adjudicatory Power under RA 11364, also known as the CDA Charter of 2019. This power enables the CDA to resolve disputes within cooperatives.
With Omni’s guidance, Marites was apprised of the processes in filing a formal complaint at the CDA Regional Extension Office, complete with a checklist for adjudication and the necessary documentation, including the often-misunderstood Certificate of Non-Settlement. Through persistence and support from the CDA, Marites embarks on a journey to seek justice and restore her cooperative membership.
