The CDA Successfully Conducts Its Budget Forum for FY 2024

Davao City. The CDA successfully conducted its “Budget Forum for FY 2024” in Davao City last 15 to 16 of January 2024 which served as a consultative mechanism for participants to (1) familiarize themselves on the submission guidelines in the updating of Tier 1 and the formulation of Tier 2 budget proposals, and the national budget calendar; (2) learn how to utilize the streamlined CDA budget proposal template; and (3) submit their respective units’ budget proposals in an online platform. Participants discussed, assessed, and identified the uniform priority programs, activities, and projects (PAPs) to be implemented in 2025 based on national priorities.

The event was graced by Ms. Emily Jeanette R. Salvado, Chief Economic Development Specialist, from the National Economic and Development Authority (NEDA) RO XI who briefed the participants on the guidelines in the crafting and submission of their respective offices’ Public Investment Priorities (PIP) and Three-Year Rolling Infrastructure (TRIP) proposals. Her expertise was instrumental for all CDA offices to effectively craft their succeeding PIP and TRIP proposals to reflect the agency’s list of priorities for funding and implementation within a specific period.

Ms. Salvado received her Certificate of Appreciation from the CDA Board of Directors.

In conjunction with the presentation on PIP and TRIP guidelines, the list of CDA’s proposed submissions for FY 2025 to 2027 was also presented which encompassed the agency’s core programs, namely, the Cooperative Development Program (CDP), Cooperative Regulatory Program (CRP), and the Cooperative Quasi-Judicial Program (CQJP).

Afterwards, the guidelines and scoring basis on the grant of Performance-Based Bonus (PBB) were reiterated and updates on the status of the PBB for FY 2022 and 2023 were also provided. To conclude the first day of the Budget Forum, the GAD Budget for FY 2024 and proposed programs under it were presented.

On the second day of the event, the CDA’s submission for inclusion in the General Appropriations Act (GAA) for FY 2024 which covered the agency’s annual operating requirements and the guidelines for FY 2025 Tier 1 and Tier 2 budget proposal relative to the National Budget Call for FY 2025 were presented, along with a streamlined budget proposal template that participants can utilize for future submissions. Through these guidance, the participants were able to apply their learning through a workshop to consolidate their proposed PAPs for submission to the Department of Budget and Management (DBM).

With this, the recently concluded Budget Forum enabled the officials and employees of the Authority to be informed, educated, and capacitated on various facets of the budget for FY 2024 and 2025 so they can be instrumental in the successful actualization of the agency’s mandate and the national priorities of the present administration.
