THE SEARCH FOR CDA GAWAD PARANGAL 2016 TO OPEN OFFICIALLY ON MARCH 10

This year’s CDA Gawad Parangal Search for Most Outstanding Cooperatives and Best Performing Cooperative Development Partners will be officially opened on March 10, 2016. This awards and recognition program cover the following categories:

• Most Outstanding Primary Cooperatives (Micro, Small, Medium and Large Scale);
• Best Performing Cooperative Federations and Unions;
• Best Performing LGU Cooperative Development Offices;
• Best Performing Cooperative Development Councils; and
• Most Outstanding Cooperative Leaders.

Cooperatives and Local Government Units which excel in a specific field of endeavour will also be given special citations based on the set guidelines.

Nominations starting March 10 day onwards will be accepted by the CDA through its extension offices nationwide. Selection for primary cooperatives, federations and unions, however, will be based initially on their submission and compliance with the Cooperative Annual Progress Report (CAPR) with complete attachments and no nomination will be required.

The CDA Board of Administrators has recently approved the guidelines and criteria for the selection of the Gawad Parangal awardees including its procedures.

In view of this approval, the following are the eligibility and/or qualifying criteria for each category contained in the guidelines/criteria:

A. PRIMARY COOPERATIVES (Micro, Small, Medium, Large)

1) With complete reportorial requirements submitted on time (for the year 2015; submitted on or before April 30, 2016) (MOV: stamp received by the Regional Offices)
2) With at least Very Satisfactory Ratings in both Social and Performance Audit Reports for Medium and Large category. With at least Satisfactory ratings in both social and Performance Audit Reports for Micro and Small Category;
3) Must be in Good Standing for the three (3) preceding years;
4) Must be operationally gainful:

• for Medium/Large Cooperative – three (3) years and
• for micro and small cooperative – two (2) years

5) No major findings during the inspection as reported

B. COOPERATIVE FEDERATIONS (National and Regional Level)

1) Must be in Good Standing for the last three (3) years;
2) Must be operationally gainful for the last three (3) years;
3) Compliant with the legal and administrative requirements of CDA, BIR, LGU and other government agencies;
4) No business competition with its member-cooperatives;
5) Must have an office in the designated official address as indicated in the articles of cooperation, and
6) No major findings during the inspection as reported.

C. COOPERATIVE UNIONS

1) Must be in Good Standing for the preceding three (3) years;
2) Must be operating for the last three (3) years;
3) Compliant with the legal and administrative requirements of CDA, BIR, LGU and other government agencies;
4) Must have an office in the designated official address as indicated in the articles of cooperation; and
5) No major findings during the inspection as reported

D. LGU – COOPERATIVE DEVELOPMENT OFFICES (Provincial, Independent Component City, Municipal/Component City)

1) Must come from the following:

• Province;
• Municipality or Component City
• Chartered City

2) Formally organized/ established/ created office

• with separate staff and budget
• with Resolution, Ordinance, EO
• with office/ physical structure

3) With Cooperative Development Officer duly appointed /designated (full time)
4) Must have cooperative development program/s.
5) Must be endorsed or nominated by an organization with juridical personality or by the CDC

E. COOPERATIVE DEVELOPMENT COUNCILS (Regional, Provincial, Municipal/City)

1) Must come from the Region, Province or Municipal/City
2) Existing for at least 3 years;
3) Active for the last 3 years;
4) With relevant cooperative development programs;
5) Must be endorsed/nominated by government organizations, Non-government organizations, or cooperative in the area; and
6) Adhere to the provisions of MC for CDCs.

F. COOPERATIVE DEVELOPMENT LEADERS

1) Must be a cooperative member in good standing for the past ten (10) years immediately preceding the nomination

• With share capital not exceeding 10% of the total subscribed capital;
• Actively participating in the SMCBU program of their cooperative;
• Regularly attending General Assembly Meeting; and
• Patronizing the services of cooperatives.

2) Presently or had been an officer of cooperatives for at least five (5) years whether elective or appointive;
3) With no derogatory record / No administrative or criminal record;
4) With exemplary contributions to cooperative development;
5) He/she is not receiving compensation as a leader
6) Must be nominated/endorsed by at least two (2) different type of organizations from the following : cooperative, government organizations (except CDA), local government units, private sector, other institutions. The Nominee and nominator should be at same region.
