Participation of LGUs to the recently conducted Cooperative Development Officers Certification Program shows that LGUs and CDA have common goals and objectives in helping hand in hand for the development of cooperatives. The certification program was based on the CDA Memorandum Circular 2023-12 entitled: Guidelines in the Implementation of the CDA Certification Program for Cooperative Development Officers (CDO) and Monitoring of the Compliance of Certified Cooperative Development Officers.  The program was conducted for eight (8) days which was conducted last February 25-28 and March 4-7, 2025, at the INAFEC Building, Provincial Agriculture Office Compound, Laoag City, Ilocos Norte. The activity was attended by seventeen (17) cooperative officers. The participants came from the Provincial Government of of Ilocos Norte (2 CDSs), and fifteen (15) from different cities/municipalities of the province. The objective is to capacitate the appointed/designated CDOs on the Basic Cooperative Course. As the officer mandated to take charge of the office for the development of cooperatives in their respective jurisdiction, this Program is a step towards cultivating their capacities to help them deliver their tasks provided in RA 11535 within the national framework of cooperative development. Participants who completed the training course were issued with Certificate of Completion and Certificate of Authority to conduct mandatory training to the cooperative officers (Fundamentals of Cooperatives and Governance and Management of Cooperatives), Pre-Registration Seminar (PRS) and Pre-Membership Seminar  (PMES). The participants were issued with Certificate of Completion by the Authority and Certificate of Authority to conduct aforementioned trainings for cooperatives in their jurisdictions.
