The CDA XI Legal Unit attended a consultative meeting with Ms. Theresa E. Miñoza, Division Head of the Cooperative Development Division together with the Provincial Agriculture Office and the Provincial Human Resource Management and Development Officer, Ms. Lara Zaphire Kristy N. Bermejo, in connection with the creation of the Provincial Cooperative Development Office.

Ms. Bermejo was thankful for the support of the Cooperative Development Authority Region 11 as the lead National Government Agency partner for the steps taken in the creation of the proposed provincial department.

As per Executive Order No. 95, Series of 1993, the Cooperative Development Authority (CDA) is designated as the lead government agency on cooperative promotion.

While Section 4 of Executive Order No. 96, states that the local government units, through the local chief executives, shall appoint the local cooperative officer, at the discretion of the local chief executive, in accordance with Section 487, Article 17, Title Five, Book III of the Local Government Code and assist in the promotion and organization of cooperatives within their areas of jurisdiction with the assistance of other established cooperatives, among others;
