The Region XI Cooperative Development Council (RCDC XI) held its first ever regular meeting and recognition ceremony for the calendar year 2023, last April 11, 2023 at PCGEMPC Hall, Panabo City.
Mr. Manuel E. Buladaco, RCDC XI Chairperson and PCDC-Davao de Oro Chairperson, presided in the conduct of the meeting. Ms. Luzminda C. Eblamo, CCDO of Davao City presented the outputs during the NCDC Election of Officers last December 6, 2022 held at the Crowne Plaza Manila Galleria in Quezon City and the 1st National Convention of Cooperative Development Officers last February 23-24, 2023 at the Ninoy Aquino Stadium in Manila, respectively. Other members of the Council also presented their respective updates. CDA XI’s newly assigned Regional Director, Mr. Glenn S. Garcia, gave his message to the members and encouraged the group to continue with their mandate emphasizing on the newly issued Memorandum Circular 2022-03, the new guidelines on the Structure, Organizations and Operation of the CDCs.
RCDC XI, as Mr. Buladaco said, should be true to its function, that is, to raise advocacy issues that will benefit the sector, hence, RCDC XI passed a Resolution to endorse Ms. Rhoda Ruth R. Pillerin, CEO of MCN, as member of CDA Board of Directors, representing the Finance Cluster. Mr. Marcelo G. Sumampong, Manager of MAWASCO, is also endorsed to represent the Public Utilities Cluster. The said resolutions are made due to vacancies in the CDA BOD members. Another resolution was passed, requesting all the Local Chief Executives (LCEs) of Region XI, to ensure implementation of CDA issued MC-2022-03, that is, to re-organize and activate their respective Cooperative Development Councils to be duly recognized by CDA XI.
During lunch break, Panabo City Mayor Jose Relampagos, joined the officers and members and spend time with them during his break to his official routine. The RCDC XI Officers also extended their gratitude for being the gracious host of the meeting, initiated by Panabo City CCDO, Ms. Elvira Marie S. Caro.
After the 1st part of the program, recognition of the past officers or RCDC XI, having retired from the government service, are hereby recognized, such as the following: Mr. Pacifico V. Castillones- RCDC XI Chairperson and PCDO of Davao Oriental; Engr. Felix L. Tabasa- NCDC Chairperson, RCDC XI Chairperson and CCDO-Digos City; Engr. Humber D. Cabunoc, Vice-Chairperson of RCDC XI and PCDO-Davao del Norte; Ms. Elma R. Oguis, Secretary of RCDC XI and RD of CDA-Davao EO, Rev. Antonio S. Alastra, RCDC XI Secretary and CCDO of Tagum City; and Ms. Luzminda C. Eblamo-RCDC XI Secretary and CCDO of Davao City, who is retiring in April 30, 2023. The honorees received a token of appreciation from RCDC XI, a Himalayan Lamp, that wished everyone good health always. Each of them delivered their respective speeches and CDA RD Garcia responded with words of praises and gratitude to their leadership as they become a role model to all CDCs nationwide, elevating the leadership quality of CDCs.
The day ended with more refreshing treats for everyone to enjoy as they reminisce the momentous company of one another.
