CDA conducts Training Workshop on Gap Analysis and Action Plans in Compliance to CDA MC 2023-14

On February 18-19, 2025, the Cooperative Development Authority XII (CDA), in collaboration with the MASS-SPECC Cluster 1 & 2 conducted a Training Workshop on Gap Analysis and Action Plan in compliance with CDA Memorandum Circular 2023-14 also known as the Financial Products and Services Consumers Protection Act. The training workshops were held at Villa Amor Hotel, Koronadal City, and Brookside Hotel, Kidapawan City respectively with Mark Ian G. Caseres, Acting Supervising Cooperative Development Specialist, serving as the Resource Speaker.

The workshop, sponsored by MASS-SPECC, was attended by cooperatives from across Region 12. Before this, MASS-SPECC affiliates received an orientation on RA 11765—the Financial Products and Services Consumer Protection Act. This law aims to safeguard consumers of financial services by promoting transparency, fairness, and accountability within financial institutions, including cooperatives. It also provides mechanisms for dispute resolution and strengthens regulatory oversight.

During the workshop, Mr. Caseres emphasized that cooperatives engaged in financial services, such as credit and savings, must submit their gap analysis and action plans to the CDA by June 30, 2025. This is part of the ongoing effort to ensure compliance with RA 11765 and improve the cooperative sector’s service standards.

Edgar Caballeda of MASS-SPECC thanked the participants and expressed appreciation to Mr. Caseres for his valuable contribution. The training equipped attendees with the necessary tools for compliance and operational improvement, marking another step in strengthening cooperatives in Region 12.
