Regional Cooperative Development Council of Caraga Conducts 2nd Quarterly Meeting

The scenic Gazebo Resort in Cabadbaran City, Agusan del Norte, recently played host to the 2nd Regional Cooperative Development Council (RCDC) Meeting last July 4, 2024, gathering 20 dedicated participants from various cooperative sectors across the region. The event was a testament to the commitment of local cooperatives to collaborate and strengthen their collective impact on economic and social development.

The meeting commenced with a structured business order that emphasized the importance of protocol and unity among attendees. The sequence began with a solemn prayer, setting a reverent tone for the proceedings. This was followed by the singing of the Philippine National Anthem and the Bagong Pilipinas Hymn, evoking a sense of patriotism and unity among the participants. The recitation of the Cooperative Pledge reaffirmed their dedication to the cooperative principles of self-help, self-responsibility, democracy, equality, equity, and solidarity.

After which are the messages of the dignitaries present in the meeting. First to give was Engr. Louiel C. Bulang. He welcomed everybody with such a lively message. After him was the message of the Vice-Mayor Hon. Rey G. Jamboy. He expressed the untiring support of the LGU to the cooperative movement in his message. Of course, the CDA Caraga’s Regional Director – Monatao Honeya R. Alawi, Ph.D gave an inspirational message to everybody, also expressing the commitment of the Authority to support the cooperative sector.

The highlight of the opening session was the declaration of quorum by Ms. Kiesha Glaze N. Guimare, RCDC Secretary, signifying the official commencement of the meeting. With this procedural formality completed, the participants eagerly delved into the meeting’s agenda, which was designed to address pertinent issues and chart a course for future cooperative endeavors in the region.

The agenda for the day included the following key items:

Reading of Minutes of Previous Meeting: Participants reviewed and approved the minutes of the last RCDC meeting, ensuring continuity and alignment in decision-making.

Preparations for the 5th Regional Cooperative Congress: Discussions centered on the upcoming congress, aiming to outline objectives, themes, and logistics to ensure its success as a pivotal event for cooperative leaders and stakeholders.

Financial Report of RCDC: Detailed financial reports were presented and analyzed, highlighting fiscal achievements, challenges, and transparency measures within the council.

Feedback from the CDO Conference: Insights and feedback from the recently held Cooperative Development Officers (CDO) conference were shared, focusing on best practices and innovative approaches to cooperative development.

Cooperative Development Authority (CDA) Hour: Updates and initiatives from the CDA were discussed, emphasizing regulatory frameworks, support programs, and policy developments affecting cooperatives. Specifically, Gawad Parangal 2024 (Office Order 2024-05 and CDO Certification Program (MC 2023-12). Gawad Parangal is a banner program of the Authority to recognize the exemplary performance of Cooperatives and other stakeholders that have cooperative programs. This year, the GP already included the recognition of Cooperative Development Officers (CDOs). On the other hand, Certification Program is an initiative to capacitate and to have one voice and direction with the CDOs. They will undergo and pass an 8-day certification program before they can be issued Certificate of Authority. This Certificate is their ‘license’ to conduct mandatory training to their constituent cooperatives.

Reports from National Line Agencies (NLA), CDO, and Other Stakeholders: Representatives from NLAs, CDOs, and other stakeholders provided comprehensive reports on collaborative efforts, challenges, and opportunities for synergy in cooperative development.

The meeting was characterized by lively discussions, constructive exchanges of ideas, and a shared commitment to advancing cooperative interests and community welfare. Participants actively engaged in brainstorming sessions, proposing strategies and initiatives aimed at enhancing cooperative resilience, sustainability, and inclusivity in the region.

As the meeting concluded, Ms. Kiesha Glaze N. Guimare expressed gratitude to all participants for their active involvement and valuable contributions. She underscored the importance of continued collaboration and unity among cooperatives to overcome challenges and seize opportunities for growth and development.
