CDA AND IBP QUIRINO CHAPTER SIGNED THE FIRST CLAP MOA IN THE REGION

On July 25, 2025, an important event was conducted, as the Cooperative Development Authority (CDA) Region II Extension Office and the Integrated Bar of the Philippines (IBP) Quirino Chapter officially signed the first Cooperative Law Awareness Program (CLAP) Memorandum of Agreement (MOA) which was held at H&E Pizzeria in Cabarroguis, Quirino brought together key representatives from both organizations. Atty. Jovilyn M. Gaffud-Marquez, Regional Director of CDA RII EO, and Atty. Roldan E. Ubando, President of the IBP Quirino Chapter.

The Memorandum of Agreement aims to institutionalize the partnership with the objectives of promoting the spirit of cooperativism and social justice, enhancing opportunities for the lawyers and the cooperative stakeholders in their respective causes, and assisting cooperative members and officers in the adjudication of cases before the CDA.

Atty. Marquez provided an overview of the CDA’s CLAP during her message, expressing gratitude to the IBP Quirino Chapter for their immediate willingness to partner. Atty. Ubando showed their interest by committing to be of help to the agency in achieving the objectives of the program.

Atty. Tabbu delivered the closing remarks, stressing her commitment to serving the cooperative sector and encouraging lawyers to and urging lawyers to practice and join the agency to be of assistance to the cooperative sector.

This was attended by key representatives from both organizations: IBP Quirino Chapter, Atty. Denver Padrigo, Atty. Reallen C. Sadang, Atty. Krishen Kate Guillermo, Atty. Sherwin H. Pinalgan, Atty. Emerson B. Beleno, Atty. Lavella D. Tolentino and Atty. Catherine Cayaban and employees of CDA, Ms. Ma. Corazon B. Angoluan, CDS II, and Ms. Jesus Tumanguil, CDS II, who acted as the Master of Ceremonies.
