In order to promote the protection of sensitive data and verification of digital identities, the Department of Information and Communications Technology (DICT) Regional Office III presented the Philippine National Public Key Infrastructure (PNPKI) to the Cooperative Development Authority (CDA) Region III Extension Office on 24 October 2022 at the Fontana Leisure Parks and Casino, Clark Field, Angeles City, Pampanga.
Ms. Mayrielle Anne Bermas, DICT Regional Office III representative, facilitated the first part of the activity. Ms. Bermas underscored that PNPKI enables risk to be properly managed so that electronic transactions can be performed in open and unsecure networks such as the internet. Terminologies such as electronic signature (e-signature), digital signature, digital certificate, agency certificate, among others, were expounded by the presenter. Also, the four (4) major uses of PNPKI were discussed: authenticity, confidentiality, integrity and non-repudiation. Ms. Bermas ended her presentation with a statement, “For your safety, do not share your digital signature to anyone.”
Ms. Rizza M. Alcorano, another representative from the DICT Regional Office III, facilitated the second part of the orientation. Ms. Alcorano presented the legal bases of the PNPKI: Electronic Commerce Act of 2000 (RA 8792), Institutionalizing The Certification Scheme For Digital Signatures And Directing The Application Of Digital Signatures In E-Government Services (Executive Order No. 810, series of 2009), Supreme Court Rule on Electronic Evidence (AM 01-7-01-SC), Approval of the Use of Digital Signature in Procurement Related Documents (GPPB Resolution No. 16-2019), COA Circular 2020-09, and ARTA Memorandum Circular 2020-06.
Meanwhile, the presenters demonstrated the application process and the technical know-how of PNPKI. An open forum followed wherein the practicality, authenticity and veracity of the program were raised.
In his closing message, Mr. Raul Encarnacion, Senior CDS and Chief of the Cooperative Project Development Assistance Section (CPDAS), reiterated that a safe and prudent way of data sharing will soon be realized through PNPKI.
