As docket of cases from non-compliant cooperatives pile-up due to failure to submit required reports and/or adherence to cooperative laws and pertinent regulations, the Cooperative Development Authority (CDA) launched “One-Time Amnesty Program” for dissolved cooperatives or otherwise non-compliant to have an opportunity to revert their status to compliant and enable them to avail of the privileges of cooperatives and operate within the bounds of existing regulations.
The CDA Regional Extension Office (REO) IV-A made its noteworthy efforts in reaching out to identified cooperatives in the region, particularly those with pending cases with the Authority. The REO, with the full assistance of the assigned Cooperatives Development Specialists in the Province of Quezon and local partners invited concerned cooperatives to attend the half-day activity which served as the fifth and final leg of the Compliance Caravan by the Legal Section. Said activity was held at St. Jude Cooperative Hotel and Event Center, Tayabas City, Quezon on June 06, 2024.
Expected number of participants attended the activity and raised their concerns after the comprehensive discussion of the REO’s Legal Officer. Majority of the Cooperative Officers showed their interest in availing of the Amnesty Program. Fortunately, local partners confirmed their extended assistance within their jurisdiction and supports the Authority’s goal on this Program.
Upon availing of the One-Time Amnesty Program with its strict requirements, the cooperatives will then be able to claim their Certificate of Compliance (COC), and thereafter revive/revitalize, pursuant to CDA Memorandum Circular No. 2024-09 which took effect on May 17, 2024. After which, they shall be monitored for strict compliance, otherwise cancellation of their registration will ensue.
The Authority is giving those interested cooperatives this one-time chance to avail of this Amnesty Program offered until November 30, 2024. A target of at least 50% of the cooperatives is still a challenge but the REO remains positive for the success of this program.
