From September 29 to October 6, 2024, the picturesque Costa Palawan Resort in Puerto Princesa City transformed into a vibrant hub of learning and collaboration. Twenty-five eager Cooperative Development Officers (CDOs) and technical staff from Palawan and Romblon gathered for the highly anticipated CDO Certification Program, Batch 2. This was not just a training program; it was a journey toward empowerment and community transformation.
The atmosphere buzzed with excitement as participants arrived, ready to embark on this eight-day adventure. The event kicked off with a warm welcome during registration and preliminaries, where Ms. Fatima A. Casaul, the dynamic emcee and CDS II of CRITS, set the tone with her infectious energy. The opening session, led by the inspiring Ms. Eva Loraine R. Cataje, Senior CDS of CRITS and the lead of this certification program, focused on the importance of Partnerships and Collaboration with Local Government Units (LGUs). Her insights resonated deeply, sparking discussions about the potential for cooperative growth within their communities.
As the sun rose on Day 2, the real work began. The training dove into the Fundamentals of Cooperatives, a topic vital for the future of the participants’ organizations. Mr. Cristian B. De Ade, a knowledgeable CDS II from Oriental Mindoro, captivated the audience with his expertise on Salient Provisions of Cooperative Laws and Other Related Laws, making complex legal jargon accessible and engaging. Ms. Helen S. Servanez from Romblon brought her practical experience to the table, illustrating how to operationalize cooperatives effectively.
Days 3 and 4 continued with a focus on Operationalization of the Cooperatives and the Salient Provisions of RA 10744 & its IRR, led by Ms. Marian A. Concepcion, Acting Senior CDS of CSF. Participants hung on her every word, taking notes as they prepared to implement these critical guidelines in their own cooperatives. The training also included the Omnibus Rules of Procedures, again facilitated by Ms. Fatima A. Casaul, ensuring that every detail was covered.
The middle of the week shifted focus to Cooperative Management & Governance, with Days 5 to 6 devoted to Part 1 & 2 of this critical subject. Mr. Cristian B. De Ade and Mr. Reyzard D. Oliveros, CDS II of Occidental Mindoro, explored the intricacies of cooperative governance. Their interactive sessions ignited passionate debates and collaborative brainstorming, as participants shared their challenges and success stories. In the afternoons, engaging discussions on Allocation and Distribution of Net Surplus, led by Ms. Eva, fueled spirited conversations. Ms. Helen addressed Performance Measurement, Compliance and Issues, equipping participants with essential tools for effective management.
On Day 7, participants were introduced to The Art of Training and Facilitation, including innovative methodologies led by Ms. Eva and other representatives from partner state universities. This session emphasized the importance of effective teaching techniques and engagement strategies, allowing participants to refine their skills as future trainers themselves. The interactive workshops and practical exercises empowered attendees to embrace their roles as facilitators of learning in their own communities.
As the week progressed, anticipation built for the exclusive Day 8, dedicated to Demonstration teaching sessions. Participants donned their business attire, creating a professional atmosphere that underscored their commitment to excellence. Each trainee took center stage, showcasing their teaching abilities and applying their newfound knowledge. The air was thick with excitement and nerves, but each demonstration was met with encouraging applause and constructive feedback, solidifying the bonds formed throughout the training.
To balance the rigor of learning, a socialization event was organized mid-week, where participants were encouraged to wear white summer dresses. Laughter and joy filled the air as they celebrated their shared journey in a relaxed, festive setting. Stories were exchanged, friendships blossomed, and the atmosphere became a tapestry of camaraderie and inspiration.
As the training program drew to a close, the graduation ceremony became a heartfelt celebration of achievements. Certificates were handed out with pride, symbolizing not just the completion of a program but the beginning of a new chapter in their cooperative journeys. The participants left Costa Palawan with renewed passion, armed with knowledge and a network of supportive colleagues ready to make a difference in their communities.
The CDO Certification Program was more than just training; it was a transformative experience that empowered individuals to become champions of cooperative development. As they returned to their respective provinces, they carried with them not only certificates but a collective vision for a brighter future, fueled by collaboration and the spirit of cooperation.
