From August 4 to August 11, 2024, Apartelle de Francesca in Puerto Galera, Oriental Mindoro, became the epicenter of a groundbreaking training initiative—the CDO Certification Program for Cooperative Development Officers (CDOs). This pivotal event brought together 19 dedicated Cooperative Development Officers, including 16 Municipal and 3 Provincial officers, alongside 6 committed CDO staff from Oriental Mindoro, Occidental Mindoro, and Marinduque. Their collective goal was clear: to elevate their skills, deepen their knowledge, and enhance their ability to drive the growth and success of cooperatives across the region.
Purpose and Legislative Framework
The CDO Certification Program was meticulously crafted to align with the strategic goals outlined in Republic Act 11364 and Republic Act 11535. These laws emphasize the need for advanced professional development among cooperative officers and highlight the importance of robust management and governance practices within cooperatives. This certification program was not merely a training exercise; it was a vital step in ensuring that Cooperative Development Officers are well-equipped to navigate the complexities of their roles and contribute meaningfully to the cooperative sector’s advancement.
Comprehensive Training for Holistic Development
The training program featured a rich curriculum designed to address the core aspects of cooperative development. The sessions commenced with an in-depth exploration of the Fundamentals of Cooperatives, providing participants with a solid foundation in cooperative principles, structures, and functions. This was followed by a rigorous examination of Cooperative Management and Governance, focusing on advanced strategies for effective leadership, operational excellence, and ethical governance.
A key highlight of the program was its emphasis on Training Management and Facilitation. Recognizing that the ability to impart knowledge is crucial, the program included intensive modules on designing, managing, and delivering impactful training. Participants learned how to craft engaging training programs and facilitate sessions that resonate with diverse audiences, ensuring that they can effectively share their newfound expertise with others.

The training was led by a distinguished pool of trainers from the Cooperative Development Authority (CDA) MIMAROPA, each bringing a wealth of knowledge and experience to the program:
