CDA RO5 TECHNICAL PERSONNEL ATTENDS RETOOLING

Last March 13-17, 2023, twelve (12) of the Field Cooperatives Development Specialists (CDSs) in the whole Bicol Region, together with eight (8) CDSs from the Regional Office V, alongside with the Acting Supervising CDS, Atty. Emilio D. Escueta III, attended the week-long Retooling Training for CDA Technical Personnel of South Luzon Area including National Capital Region held at Batangas Country Club, Batangas City. The activity aims to refresh and update the field personnel on cooperative laws and CDA issuances and to properly guide them in the conduct of examination and cooperative inspection.The opening program was graced by no less than the Chairman of CDA Usec. Joseph B. Encabo, together with the Board of Directors Asec. Myrla B. Paradillo, Asec. Abdulsalam A. Guinomla, Asec. Pendatun B. Disimban, and Asec. Virgilio R. Lazaga. The CDA Regional Office IV-A under the leadership of Director Giovanni T. Platero warmly welcomed the participants alongside with the guests and speakers. A pre-test was also conducted to help measure the knowledge of participants about cooperatives.The week-long training discussed different topics, to wit:

  • Organization and Registration of Primary Cooperatives, Amendments, and Merger and Consolidation by Augusto Salvador P. Balles, Registration Chief of CDA Head Office
  • Electric and Transport Cooperatives by Inocencio M. Malapit, Supervising CDS-Registration
  • Organization, Registration, and Operations of: Multipurpose, Federation, Union, and Subsidiary Cooperatives by Atty. Elizabeth O. Batonan, Deputy Administrator, Registration, Supervision and Examination Services
  • Branch vs Satellite and Laboratory Cooperatives by Inocencio M. Malapit, Supervising CDS-Registration
  • Amendments and Merger and Consolidation by Augusto Salvador P. Balles, Registration Chief of CDA Head Office
  • Governance and Management, Social Audit Report, Compliance with Other Laws, and Issuance of COC by Doris B. Teodoro, Chief SED
  • Credit Operations, Truth in Lending Act, and Financial Consumer Protection Act by Joselito O. Hallazgo, Acting Director, CSF
  • Revised Standard Chart of Accounts by Mildred S. Esguerra, Acting Director, RSES
  • Submission of Reports by Doris B. Teodoro, Chief SED

  • Signage, Administration, and Meetings of Cooperatives; Electric, Labor, Workers, and Housing Cooperatives by Sally S. Trinanes, Supervising CDS, SED
  • Transport, Health, Small Scale Mining, Agrarian Reform by Rowena M. Gumapac, Senior CDS, SED
  • Omnibus Rules, DLCD, Admin Sanction, Show Cause, and Investigation by Atty. James Fernandez and Atty. August Owen P. Magdato
  • Inspection Process under CAIS by Doris B. Teodoro, Chief SED

A Post-test was also conducted before the closing program as part of the highlights of the week-long technical retooling training for the South Luzon Area including National Capital Region of the CDA.
