
July 17, 2025 – Region VIII proudly served as the pilot region in the Visayas for the orientation on “Empowering Micro and Small Cooperatives Through Strategic Partnership with Medium and Large Cooperatives and Cooperative Banks for Increased Participation in the Credit Surety Fund (CSF) Program),” held at the CDA Regional Office VIII Conference Room.
This blended event brought together 26 Medium and Large Cooperatives on-site, with 8 more participating via Zoom. Notably present were the General Managers of the Network Consolidated Cooperative Bank – Ormoc and Maasin Branches, showing strong support for this transformative initiative.
The activity was graced by Assistant Secretary Luz H. Yringco, Head of the CDA Finance Cluster, and Director Joselito O. Hallazgo, Director of the CSF Service. In her welcome message, Regional Director Venus M. Jornales emphasized that this initiative operationalizes the principle of “cooperation among cooperatives”. She likened the program to a new version of the Koop Kapatid Program, where micro and small cooperatives are supported as the “younger siblings” by their “big brother” counterparts — the medium and large cooperatives, along with cooperative banks.
“This is a soft launch of a bold step forward,” said Dir. Jornales, “as we set the stage for inclusive growth by strengthening smaller cooperatives through strategic partnerships and access to the CSF Program.”
In her inspiring message, Asec. Luz H. Yringco reflected on the Cooperative Pledge, quoting: “I commit myself to work to cooperate for all, for all to be prosperous.” She revealed that this pledge became the guiding light in crafting the program alongside the CSF Service. Asec. Yringco underscored the plight of micro and small cooperatives, especially those aged 0–5 years, which have struggled for years without meaningful support.
“This is not a dole-out program,” she stressed. “This is a pathway for transformation. Cooperatives must qualify, engage, and work toward becoming strong, sustainable institutions.” She also presented key cooperative statistics in the Philippines and made a call to action for the “gifted” medium and large cooperatives to embrace their role in building up the sector.

Director Joselito Hallazgo led the orientation, thoroughly explaining the program’s qualifications, mechanics, and expectations. The session included a dynamic open forum, allowing participants to raise questions and gain clarity on the program’s implementation.
The highlight of the event was the collective pledge of contributions amounting to PHP 2.4 million from participating cooperatives — a strong show of support and commitment. Other cooperatives will present the proposal to their respective Boards for approval. Action planning and coordination sessions followed to set timelines for succeeding activities.
ARD Maripaz M. del Pilar concluded the event with a heartfelt message of thanks to the CDA Central Office officials and partners. She expressed optimism for the program’s role in truly empowering grassroots cooperatives and strengthening the entire movement.
