Profile of the Region

Way back in the 1980s was under the defunct Regional Cooperative Development Assistance Office IX RCDAO IX…by virtue of EO 634….with the passage of Republic Act 6939 which created the Cooperative Development Authority On May 10, 1990..there was a transition of holdover personnel numbering to twenty two (22) who officially carried out the cooperative programs in Region IX..the growing concern for the continuity of the program cannot be over emphasized thus, some technical personnel of the defunct RCDAO proceeded in giving assistance in voluntary basis.

Being a regulatory agency CDA at that time was highly centralized that some clientele who wanted to register their cooperatives had to send their documents to Manila and wait for what may seem an eternity before they receive response of their application whether they are eligible for registration or their documents were deficient. The process was so tedious yet the interest and enthusiasm of organizing and giving assistance to those who wanted to register their organizations registered persist. Within the short span of time, there were 49 coops in region registered with the authority.

On July 1991 seven (7)-extension offices were created two of these are located in Mindanao area one in Davao City and the another in Cagayan de ro City. The CDO Extension Office cater the needs of Region IX area…thus CDA started decentralizing its regulatory and developmental functions which found to be very beneficial to the organizations ..thus CDO EO was able to register some 165 coops from region IX.

Pending the creation of additional extension offices, a unit was established in Zamboanga City to cater the needs of Region IX. The Office was under the stewardship of Director Silvano Bausing of CDA CDO EO manned by CDS II Edna O. Eguia, CDS II Erma S.Militante with Sr. CDS Martino S. (Boy B) Baluran as head. This move was a manifestation of the Authority’s desire to make CDA more pro people by increasing its accessibility when in fact this office was able to register Nineteen (19) coops.

The Cooperative Development Authority-Region IX Extension Office was formally opened sometime in May 1992 under the stewardship and Directorship of Godofredo T. Paculba. Its creation is part of the Authority’s rationalization of its program focus.
