Pursuant to Articles 21 and 22 of the Philippines Cooperatives Code of 2008, otherwise known as RA 9520 and Rule 5 of its IRR, the Authority hereby promulgates the Guidelines on merger and Consolidation, under Art 21, of the RA 9520 “ Two (2) or mote cooperative may merge into a single cooperative which shall be either on of the constituent cooperative or the consolidated cooperative.

With the request of the Department of Agrarian Reform Beneficiaries IX to orient the ARBO’s in the Municipality of Liloy Zamboanga del Norte to form a proposed Federation of Rubber Cooperatives, the Cooperative Development Authority IX led by Regional Director Ruben L. Cunanan JD with Sr. CDS Alvazer B. Duran of CRITS and CDS II Hanesa M. Sultan of Registration Section conducted the orientation of the MC 2012-18 “Guidelines  on the Merger and Consolidation Procedures for Cooperative” and MC 2020-24 : Guidelines Govering the Registration and operation of federation of Cooperative” on September 13, 2023.  This is to ensure that the registration, operation and practices of federation of cooperatives are in conformity with the requirements provided for under RA No. 9520 and RA No. 11364, their Implementing Rules and Regulations and other relevant issuances of the authority.

PARPO II Rizzel B. Villanueva emphasizes unity, resourcefulness and cooperation in his inspirational message addressed to the seven Agrarian Reform Beneficiaries Organizations (ARBOs) in pushing for the realization of the ZDN Federation of Agrarian Reform Beneficiaries Cooperatives.
