CDA AND CARCU FORGE STRONGER PARTNERSHIP TO ADVANCE HUMAN RESOURCE DEVELOPMENT THROUGH LABOR FORUM

The Cooperative Development Authority – Human Resources Cluster, led by Assistant Secretary Vergel M. Hilario, along with his Executive Assistant Ms. Annabelle Dizon-Tuy, joined forces with CDA-CAR Extension Office, Officer-in-Charge Regional Director Ms. Felicidad R. Cenon, PhD., and the Cordillera Regional Cooperative Union (CARCU), headed by Chairperson Ms. Remedios A. Bisquera and Chief Executive Officer Ms. Abigail M. Cadias, to further strengthen their collaboration through the successful conduct of a Labor Forum in the Cordillera Administrative Region.

 

Held on June 16–17, 2025, at Rimas Hall, Baguio-Benguet Community Credit Cooperative, the forum organized by CARCU gathered participants from various cooperatives across the region. It served as a vital platform for enhancing awareness and understanding of key labor-related topics relevant to the cooperative sector.

The forum provided valuable insights on:

  • Strengthening employee-employer relationships within cooperatives;
  • Deepening understanding of DOLE labor standards;
  • Offering an overview of performance standards applicable to cooperative operations;
  • Sharing of best practices in performance evaluation, including effective tools and strategies; and
  • Clarifying officers’ roles, responsibilities, and code of conduct.

 

With a focus on practical application, the forum also featured a workshop segment where the 73 participants collaborated in drafting customized guidelines and procedures for a Performance Evaluation System tailored to their respective cooperatives. These outputs aim to promote transparency, accountability, and continuous improvement in cooperative management and human resource practices.

The conduct of the Labor Forum underscores the CDA’s commitment to building capacitated, values-driven, and performance-oriented cooperatives. It also highlights the ongoing partnership between the CDA and CARCU in fostering inclusive, compliant, and development-centered cooperative ecosystems in the Cordillera region.
