CDA-CAR EO and LGU Baguio Conducts One-Stop-Shop Activity for Cooperatives

On March 5-6, 2025, the Cooperative Development Authority – Cordillera Administrative Region Extension Office (CDA-CAR EO), in collaboration with the Sangguniang Panglungsod (SP) of Baguio City, the Baguio City Cooperative Development Council (BCCDC), and the Baguio City Cooperative Development Office (CDO), conducted a comprehensive one-stop-shop activity for cooperatives in Baguio City. The event was attended by two (2) barangay officials and 86 participants representing 36 cooperatives. The training session aimed to equip micro and small cooperatives in the city with essential knowledge and skills to ensure their compliance with local ordinances, as well as CDA regulations, while strengthening their overall management capabilities.

 

A central component of the event was the Mandatory Training for Micro and Small Cooperatives. The BCCDC, CDO, and CDA-CAR EO facilitated in-depth sessions on the Fundamentals of Cooperatives and Cooperative Governance and Management. These sessions were designed to reinforce foundational knowledge, covering key areas such as leadership, decision-making, financial management, and organizational governance. Due to the overwhelming demand from cooperatives, the SP of Baguio City is currently considering the organization of a second batch of these mandatory training sessions to accommodate additional cooperatives eager to take part in this vital learning opportunity.

Another significant feature of the One-Stop-Shop activity was the Cooperative Assessment and Information System (CAIS) orientation and technical assistance provided by the Supervisory and Examination Section (SES) of CDA-CAR EO. This session focused on the alternative submission methods for micro cooperatives, which are designed to streamline the process of submitting mandatory reports. The presentation also covered the submission requirements for the Annual Tax Incentives Report (ATIR) and the Annual Benefits Report (ABR). CDA-CAR EO personnel were available to provide hands-on technical support, addressing specific queries regarding CAIS reporting and assisting with various cooperative registration matters.

The event also underscored the importance of understanding and adhering to local ordinances that govern the operations of cooperatives in Baguio City. Participants received detailed guidance on the regulatory framework that impacts their operations, ensuring they remain compliant with city-specific regulations.

Throughout the activity, the unwavering support of the Sangguniang Panglungsod of Baguio City, under the leadership of Vice Mayor Faustino Olowan, was evident. This collaborative effort highlights the city’s commitment to nurturing the growth and sustainability of cooperatives. The BCCDC, CDO, and CDA-CAR EO extend their deepest gratitude to all the stakeholders involved in making this event a resounding success, with a special thanks to the participants for their enthusiastic involvement.

This training initiative marks a crucial step in empowering cooperatives to remain compliant, efficient, and sustainable over the long term.
