Cooperative Development Council of Makati 2nd Quarterly Meeting Cum Forum

The Cooperative Development Council of Makati (CDCM) presided by its Chairperson, Prof. Leonardo N. Pasquito, DPA, conducted the 2nd Quarterly Meeting Cum Forum at 9:00 AM last June 3, 2025 at the University of Makati Auditorium, Ground Floor, Administration Building, Taguig City.  This is in partnership with the Cooperative Development Authority – National Capital Region Extension Office (CDA-NCREO), Cooperative Development Office of Makati, Union of Primary Cooperatives in Makati and Credit Information Corporation (CIC).  Said activity was sponsored by the Federation of Makati Cooperatives (FEMACO), Philippine Finance Center Multi-Purpose Cooperative and University of Makati Employees Multi-Purpose Cooperative.

 

The CDA Memorandum Circular 2023-14 and Memorandum Circular 2024-22: Guidelines on the Preparation and Submission of GAP Analysis and Board Approved Action Plan in Compliance With the Transitory Clause of Memorandum Circular No. 2023-14 or the Implementing Rules and Regulations of Republic Act No. 11765, Otherwise Known as the “Financial Products and Services Consumer Protection Act” were discussed by Ms. Prima Sarah R. Parangue, Senior CDS and Ms. Beverly Mae Martinez, CDS I from the Credit Surety Fund Section.  Ms. Parangue emphasized the June 30, 2025 submission deadline for the GAP Analysis, thus the urgency of this Forum among all CDA-Regulated Entities (CDAREs) or the Cooperatives offering financial products or services as their business undertaking to: a) conduct a gap analysis of their current consumer protection practices vis-à-vis the provisions of the MC; and b) create an Action Plan duly approved by the CDAREs’ Board of Directors within one year from the effectivity of the MC which was on July 11, 2023. 

During the afternoon session, the Resource Person from the Credit Information Corporation (CIC), Atty. Eljohn C. Marin, discussed Republic Act No. 9510 and its Implementing Rules and Regulations (IRR) Otherwise known as the Credit Information System Act (CISA).  After the discussion on the two (2) topics, the Resource Persons from CDA and CIC ably answered all the queries and clarifications on the said topics.

In attendance were 190 participants coming from 55 Cooperatives with Makati City assigned CDS II, Marilou M. Valencia and Ludi Vi C. Manaog, who gave updates on CDA forging of Koop Kapatid MOA Signing, issued COC, Forging Alliances and other upcoming activities.  Also present were the Makati CDO Staff headed by Ms. Roena B. Caguimbal, Senior CDS and other staff Ms. Gwen F. Tan, Ms. Evelyn G. Cabigting, and Ms. Imelda C. Eterosa. Lastly, Ms. Vivian D. Gabriel gave her closing remarks while the participants expressed their profound gratitude for a fruitful and empowering Meeting Cum Forum that ended today’s event.
