In the last part of 2020, the CDA Board approved the drafting of a memorandum circular requiring the mandatory affiliation of cooperatives with at least one (1) cooperative federation, one (1) cooperative union and one (1) cooperative bank. Consistent with Section 4 (a), RA No. 11364, “to develop and formulate, in consultation with the cooperative sector and other concerned institutions, appropriate regulations, standards, rules, orders, guidelines and/or circulars to implement the Act, R.A. No. 9520 and R.A. No. 10744 to ensure the effective and sound operation of cooperatives”, the Authority is now consulting the cooperative sector to solicit their comments/suggestions to the proposed memorandum circular.
