The Cooperative Development Authority (CDA) Region IX, through the Coconut Farmers and Industry Development Plan (CFIDP), conducted a two-day training for 17 cooperatives in Zamboanga Sibugay on September 17-18, 2024, at Jackies Hotel and Restaurant, Ipil, Zamboanga Sibugay. The training focused on essential cooperative management aspects, including record keeping and internal control, vital for maintaining transparency, accountability, and operational efficiency.
Day 1: Focus on Record Keeping
The first day of the training featured Dr. Vivian R. Molina, CEO and President of VRM Consultancy and Review Center, who delivered an in-depth session on the importance of efficient record management. Dr. Molina covered various key topics, such as:
- What is a Record? – Understanding the definition and significance of records in an organization.
- Record Management and Keeping – Exploring the best practices in creating, classifying, and maintaining records.
- Records Creation and Classification – Ensuring records are properly categorized for easy access and use.
- Records Disposition – Properly archiving or disposing of records after their retention period.
- Paper and Electronic Records – Managing both physical and digital records to ensure comprehensive documentation.
- Protective Measures for Records – Safeguarding vital documents from potential damage or loss.
- Policy on Coverage, Access, and Storage – Establishing guidelines for who can access records and how they are stored securely.
Dr. Molina emphasized that effective record management is critical for cooperatives to track their progress, report accurately, and meet regulatory requirements.
Day 2: Focus on Internal Control
The second day shifted focus to internal control systems, facilitated by Narciso A. Rio, Jr., Cooperative Development Specialist II. His discussion aimed to strengthen cooperatives’ ability to safeguard their resources and ensure efficient operations. Topics included:
- Roles and Functions of the Audit Committee – Defining how the audit committee can ensure accountability within the cooperative.
- Elements of an Effective Internal Control System – Discussing measures that cooperatives must take to mitigate risks and prevent fraud.
- Implementing Inventory Systems – Best practices for managing and tracking cooperative assets.
Rio stressed the importance of having a solid internal control system to monitor financial health and ensure compliance with cooperative principles.
CDA IX Regional Director’s Message
Ruben L. Cunanan, JD, the Regional Director of CDA IX, graced the event and delivered an inspiring message about the importance of record keeping and internal control. He highlighted that effective management practices are crucial for cooperative success and sustainability, especially in the context of the CFIDP’s goals to strengthen coconut-based cooperatives. He encouraged the participants to apply the lessons learned to improve their cooperative’s operations and continue striving toward excellence.
