The Cooperative Development Authority entered into Memorandum of Agreement with Philmech on May 27, 2021 in Science City of Munoz, Nueva Ecija to spearhead a partnership for the benefits of farmer cooperatives and associations. This partnership aims to enhance the FCAs’ capability to operate and manage the Farm Machinery Service Provider (FMSP) as a sustainable social enterprise.
The Entrepreneurial Capability Enhancement of the Farmers’ Cooperative and Association (FCA) Beneficiaries refers to the physical or virtual conduct of capability enhancement activities such as trainings and/or learning sessions for the Farmers’ Cooperative and Association (FCA) recipients of the RCEF-Mechanization Program
The project is being funded by Republic Act No. 11203, also known as “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restriction on Rice, and for Other Purposes”, specifically under Section 13 on the Rice Competitiveness Enhancement Fund (RCEF).
The budget from the Philippine Center for Postharvest Development and Mechanization (PHilMech) will be transferred and incorporated in the 2021 CDA budget, amounting to Thirteen Million Pesos (P13,000,000.00).
Target beneficiaries of this project must come from the Farmers’ Cooperative and Association (FCA) who are recipients of the RCEF-Mechanization Program of PHilMech.

Screening, selection, and validation of FCA-beneficiaries list for this Project were identified and provided by PHilMech to CDA under their RCEF-Mechanization Program. Any changes in the list must be approved by the Joint Project Management Team (JPMT) created for this Project.
The program intends to enhance the technical and entrepreneurial capabilities of farmer-beneficiaries to operate and manage the Farm Machinery Service Provider (FMSP) by equipping the FCA officers and members with basic values and skills required in running a sustainable agricultural business enterprise.
For Region 3, a total of 686 FCA recipients were assisted in the preparation of Operational Plan from 2019 to 2020. This number represents 38% of the total beneficiaries nationwide. For this year 2021, there will be 87 FCA beneficiaries of RCEF Mechanization Program in Region 3 who are to be given Basic Training Course on Cooperatives, Bookkeeping and Entrepreneurship. The training setup may be virtual, face to face or blended due to the current state of the pandemic crisis in the country.
